There's a road which goes around the lake and if you watch, you'll be able to see the parking lots and the boats in the water. There are at least three that I know of, all of them priced about the same. And as far as camping, I'm not sure about that. I don't think they have any designated campgrounds, but have seen some Koreans setup in tents along the bank out there so it shoulnd't be a problem if you can find a spot to pitch a tent.
